Frank Lipka III, 46, is facing multiple charges after an incident played out in an area residence where he left a dog with minor injuries.

According to investigators, shortly before 11 p.m. on Sunday, Oct. 13, deputies received a report about an assault involving Lipka and his roommate, during which he allegedly brandished a machete toward his victim.

Deputies attempted to serve Lipka on outstanding warrants following the investigation, though he refused to comply with deputies' demands, instead barricading himself inside the home.

Early on Monday, Oct. 14, backup was called, and members of the Stafford County Sheriff's Office deployed a "throw phone" to make contact with Lipka, though he hung up after a brief conversation, prompting a new plan.

A SWAT team was called in, according to officials, and a sergeant and his K9 partner made their way into the residence, where they attempted to gain entry to the bedroom Lipka retreated to; however, as soon as the door was open, he slammed it shut.

"Due to the severity of the crimes, Sgt. Demirci kicked open the door and attempted to deploy (K9) Titan for an apprehension, though the door was again slammed on the dog's head.

On a second attempt. Lipka assaulted the animal again, though the K9 made its way into the room and completed the apprehension as deputies forced their way inside.

Lipka reportedly attempted to pry Titan off of him, but was apprehended without further incident. The dog sustained only minor injuries.

He was treated at an area hospital for bite wounds.

Lipka was arrested and charged with:

  • Injuring a police K9;
  • Animal cruelty;
  • Brandishing a machete;
  • Assault and battery;
  • Felony destruction of property;
  • Obstruction of justice;
  • Fleeing from law enforcement.

He's being held at the Rappahannock Regional Jail without bond.
